Theme Optimiser can only be run when the cache is disabled

To be able to run Theme Optimiser you need to disable the cache. 

Theme Optimiser is a one time process - looping over all your installed layout handles to work out the best distribution of when to load javascript files.

You can reactivate the cache after applying Theme Optimizer. Make sure to refresh the caches so the latest changes will be applied.
