Can I run Speedster Advanced on Nginx?

Yes. Speedster Advanced (as opposed to the original Speedster extension) works the same as Magento's default JS/CSS merging code by placing the resulting files under /media. There are no special server instructions needed and this would work the same on nginx as it does on apache.
